Replay a dead-lettered webhook delivery (creates a fresh pending delivery)

Clones a dead-lettered delivery as a brand-new pending entry; the next webhook poll cycle will dispatch it via the standard retry policy. Does not unblock the original DLQ entry — it stays for audit.
